The company aims to minimize its environmental impact and achieve a leading position in the field of environmentally friendly production.</p> <p>Samotlorneftegaz&rsquo;s environmental projects are focused on increasing the efficient use of associated petroleum gas, monitoring methane emissions, improving pipeline reliability, reclamation of sites of historical heritage, safe disposal of industrial waste, supporting the biological diversity of Siberian rivers and landscaping.</p> <p>The implementation of a comprehensive programme on gas infrastructure development has resulted in the rate of rational utilisation of associated petroleum gas at 99%, one of the best levels in the industry. The bulk of the feedstock goes to gas processing plants, and the network of local consumers has been expanded.</p> <p>In parallel with improving the APG utilisation rate, best practices in methane monitoring are being implemented. In 2022, ground inspections of technological facilities using infrared cameras, a laser scanner, and an ultrasonic detector included 3,300 measurements, which is 4.7 times more than in 2021. Unmanned aerial vehicles equipped with a laser gas analyser have monitored 32 production sites and around 500 km of gas pipelines.</p> <p>Samotlorneftegaz has commissioned more than 240 kilometres of linear oilfield pipelines under the Pipeline Reliability Improvement Programme. The use of modern, domestically produced materials has increased the structural strength of the new networks.</p> <p>To date, the company has restored the biological productivity of 90% of the &laquo;historical heritage&raquo; lands disturbed during the Soviet years of Samotlor field development. In 2022, ecologists restored the natural soil balance on 126 hectares of this category. The technical and biological phases of reclamation are carried out year-round through extensive use of winter reclamation and phytoreclamation techniques. Samotlorneftegaz conducts most of its operations using its own ecoservice, with unique specialised equipment for working in boggy areas.&nbsp;</p> <p>Another important area of Samotlorneftegaz work is to maintain the natural balance in the area where it operates by replenishing natural resources. The company is actively involved in implementing the regional program &laquo;Conservation of the Siberian sturgeon&raquo; within the framework of the national project &laquo;Ecology&raquo;. Last year, the company released about 1.3 million juvenile Siberian sturgeon and muksun into Western Siberian reservoirs. In just the past five years, the stocking of northern rivers has added more than 11 million fry of valuable fish species.</p> <p>The number of conifers planted by the company over the last 15 years on the territory of Ugra forestries exceeds 1.7 million, and the area covered by them is 450 hectares. In 2022, as part of an agreement on social and economic partnership between Rosneft and the Yugra government, the company&rsquo;s employees planted over 4,000 seedlings of larch, spruce and fir trees in the park zones of Nizhnevartovsk. The teeth belong to extinct shark species: Ptychodus (Ptychodus) and Cretoxyrhina mantelli (Cretoxyrhina mantelli), which is an ancestor of the white shark.</p> <p>The rare finds are of scientific interest. The specimens will be donated to the Ryazan Historical and Architectural Museum-Reserve and to one of the largest natural history museums in the world, the Yuri Orlov Paleontological Museum in Moscow. The renovated exhibitions of the museum-reserve will allow visitors to see a reconstruction of the appearance of the ancient sea and territory of the Ryazan region during the Cretaceous period of the Mesozoic era.</p> <p><img style="margin: 5px; float: right;" src="/upload/site2/attach/0/22/04/pic_07072023_1.jpg" />The existence of an ancient sea in the Ryazan region and its inhabitants is widely known around the world. Today, the enterprise employs over 1,700 people. The main part is occupied at the Srednebotuobinskoye oil and gas condensate field and the receiving and delivery station in Lensk. A number of working meetings with partners were held and about 30 agreements were signed as part of the business program. Traditionally, Igor Sechin, the Company's Chief Executive Officer, presented the keynote speech at the Forum's Energy Panel.</p> <p>On the sidelines of SPIEF, the Company signed a number of documents aimed at development of its retail network. Rosneft and the Moscow City Tourism Committee signed a Memorandum of Cooperation on the integrated development of domestic tourism, including autotourism, promotion of the Moscow tourist potential at the facilities of the Rosneft filling stations network. A Letter of Intent was signed with companies from Venezuela on supplies of grain coffee and cocoa, as well as chocolates and other products for the retail chain cafes.</p> <p>At the forum, Rosneft also signed a Memorandum of Cooperation in the Research and Development with one of the leading China's higher schools, Tsinghua University. "To date, improving technology in conventional production has a greater effect in terms of real emission reductions than investing in immature "alternative" technologies. According to the assessment made by the IEA, by 2030 investment in "clean energy" should grow almost threefold from the current US$ 1.7 trillion to US$ 4.6 trillion per year, that is, from 2% to 5% of world GDP.</p> <p>McKinsey estimates that achieving Net Zero will require at least US$ 9.2 trillion in annual spending until 2050 (which is US$ 250 trillion) on major industries alone: energy, transportation, industry, utilities, agriculture and forest-climate projects, of which US$ 3.5 trillion is for new low-emission assets and associated infrastructure.</p> <p>GLOBAL WARMING AND INCREASED ENERGY CONSUMPTION</p> <p>Global warming is a significant factor in the growth of energy consumption, Igor Sechin said.</p> <p>According to him, ventilation and air conditioning already accounts for about 10% of the world's energy production.</p> <p>"And by 2050 global demand for indoor climate could triple, surpassing the US and the EU together in terms of total energy consumption", - the head of Rosneft pointed out. Everything that we used to think of as signs of liberal democracy and free markets is ceasing to exist", - Igor Sechin said.</p> <p>In his words, what is happening is the destruction of the foundations of the international law, in particular, the contract law, the destruction of the arbitration system, the destruction of all the institutions of a market economy.</p> <p>"Investment cycles, which in our industry have a duration of 30 to 50 years, became subordinated to short-term electoral cycles. Long-term investment tasks are replaced by short-term opportunistic goals and political demagogy. All of this is spinning the flywheel of chaos that is heading for collapse", - the head of Rosneft said.</p> <p>Igor Sechin pointed to the fact that any increase in resources today is more expensive, and we need more and more of them. "It is also necessary to take into account that all intentions, ambitions and plans for radical changes are limited by the enormous inertia of the economy, and to overcome this inertia we need additional costs and this does not guarantee the desired result", - he added.</p> <p>THE RUBLE IS ONE OF THE MOST RESOURCE-BACKED CURRENCIES</p> <p><img style="margin: 5px; float: left;" src="/upload/site1/attach/0/22/03/pic_17062023_16.jpg" />To qualify as a new reserve currency, a country must have a sufficiently large and stable economy, and free and barrier-free capital transactions as well, Igor Sechin, the Chief Executive Director of Rosneft Oil Company, pointed out.</p> <p>"The currencies backed by commodity flows, giving them weight and liquidity, become promising. The ruble is one of the most resource-backed currencies", - he said.</p> <p>However, according to Igor Sechin, there are at least two problems &ndash; a geopolitical pressure from the current hegemon and the risks associated with the lack of the targeting of the ruble exchange rate, which does not enable it to support cross-border lending and prevents the ruble from becoming a regional settlement system.</p> <p>DEFICIT IN THE OIL MARKET</p> <p>Speaking about the problems of global energy and the economy, Igor Sechin noted that underinvestment in the oil industry will inevitably create a deficit in the market and lead to higher oil prices.</p> <p>"According to the current forecasts of the IEA and OPEC, global oil demand will grow by 2.4 mbpd in 2023, setting a new record of 102 mbpd.", - Igor Sechin said.</p> <p>In the long term, physical volumes of oil consumption are estimated to grow by about 15 mbpd (+15%) by 2045, and oil, together with natural gas, will continue to satisfy more than 53% of global demand for primary energy, he pointed out.</p> <p>Among the factors increasing the demand for energy, the head of Rosneft highlighted the underestimation of the real potential of consumption growth in Africa. Igor Sechin reminded that according to the UN forecast, by 2050 Africa's population will increase by 74% up to 2.49 billion people, while in other regions the population will grow by an average of only 10%. Africa will account for 34% of the world's population, up from 22% today.</p> <p>At the same time, the Chief Executive Director of Rosneft cited underinvestment in the industry as the key reason for the inevitable shortage of energy resources and rising oil prices. He emphasized that Underinvestment occurs not only in production, but also in exploration, which has already led to insufficient production replenishment by the addition of new reserves (the replenishment is about 90%). The scope of exploration drilling has been steadily declining, and its focus has been on increasingly deep-water areas. Today the average size of discovered fields in the world is about 15 million tons of oil equivalent, which is not comparable with the giant discoveries of the 1970s made in that time in Saudi Arabia, Russian Siberia, and the US.</p> <p>OPEX+ NEEDS MONITORING OF BOTH PRODUCTION AND EXPORTS</p> <p>As Igor Sechin noted, OPEC countries are finding it more difficult to reach common solutions due to differences in economic structure and production dynamics. For example, the Middle Eastern OPEC countries are increasing production and diversifying their economies by developing the non-oil sector, while the African OPEC countries are steadily reducing production, losing their weight in the global oil market.</p> <p>In this regard, the head of Rosneft believes it would be advisable to ensure monitoring not only of production quotas, but also of oil export volumes, given the different sizes of domestic markets. Since a number of OPEC+ countries export up to 90% of their oil production, while Russia at the same time supplies about 50% to the market, this puts our country in a less favorable position under the existing mechanism for assessing influence and access to key sales markets.</p> <p>While announcing the current voluntary production cuts, Saudi Arabia is concurrently increasing its production capacity and its drilling rig count could grow by at least 25% in the next 2 years, as evidenced by contractor companies and the scope of contracts signed for drilling and infrastructure development, the head of Rosneft noted. Consequently, about 2 million bpd of new production capacity will be commissioned in Saudi Arabia by 2025-2027.</p> <p>"Notwithstanding the record reserves life in the Middle East (Saudi Arabia and the UAE reserve-to-production ratio is about 70 years, Kuwait and Iraq - about 100 years), the mankind will face the acute problem of production capacity shortage in the years to come, and the OPEC countries will not be able to satisfy the growing demand any more", - Igor Sechin said.</p> <p>RISE IN OIL PRODUCTION</p> <p>Only some countries, including Russia, are able to increase the production of liquid hydrocarbons in the world in the long term, said Igor Sechin, Chief Executive Director of Rosneft.</p> <p>He reminded that the record oil reserves in Venezuela, exceeding those of Saudi Arabia, remain under the strongest pressure from the U.S. In this context, Chevron is working on obtaining exemptions from the sanctions regime and has resumed imports of Venezuelan oil only to the U.S., to U.S. refineries. During the meeting, the parties noted with satisfaction the growth of trade turnover between the two countries. At the end of 2022, Russia became Uzbekistan's largest trade partner accounting for 18.6%. The growth of mutual trade amounted to 26% and exceeded $8.7 billion. At the same time, Russia remains one of the main suppliers of energy resources to Uzbekistan, its share in imports being about 32%.</p> <p>In early 2023, the Presidents of Russia and Uzbekistan set a goal to expand cooperation in the energy sector. The aim is to raise awareness of the responsible use of natural resources. The main theme of this year&rsquo;s eco-date was tackling plastic pollution and introducing the principles of a &laquo;circular economy&raquo;.</p> <p>At the end of 2022, Rosneft&rsquo;s green investments amounted to about 57 billion roubles, an increase of 4% year-on-year. The total over the past three years has been almost 156 billion roubles. Funds have been used to improve pipeline reliability, wastewater management, waste management and the reclamation of disturbed land, including &laquo;historic heritage&raquo;.</p> <p>The Company has prioritised a strategic initiative to achieve a net positive impact on ecosystems. This is achieved through the comprehensive implementation of circular economy measures, biodiversity conservation, the elimination of environmental &laquo;historical legacies&raquo; (contaminated land and waste generated by previous site owners), etc.</p> <p><img style="margin: 5px; float: right;" src="/upload/site2/attach/0/58/02/pic_05062023_3.jpg" />Rosneft is improving the efficiency of its waste management processes and introducing &laquo;circular economy&raquo; principles: developing metrics for monitoring, training Company employees and reducing the types of consumables. With the help of oil workers, specialists from Tyumen State University are studying the ornithological fauna and the state of populations of rare bird species listed in the Red Books of Russia and the Tyumen region.</p> <p>RN-Vankor launched a grant programme in 2022 to support scientific research of applied importance in the Taimyrsky Dolgano-Nenetsky District of Krasnoyarsk Territory, where the world&rsquo;s greenest production project, Vostok Oil, is being implemented. Scientists will assess the status of aquatic biological resources in the Yenisey Bay of the Kara Sea and goose-bird resources in the Western Taimyr, and develop measures for their conservation and rational use. The project will also assess the status and dynamics of the vegetation cover of the western part of the Taimyr.</p> <p>With the support of Vostsibneftegaz, the Tunguska State Nature Reserve continues to study the maral, the red deer. The enterprise is also implementing a grant programme to study the vegetation cover affected by natural fires in the territory of Evenkia. An educational facility of 2,300 m2 is a base platform for linguistic education in Neftekamsk with more than 130,000 citizens and dozens of other settlements of the Republic of Bashkortostan.</p> <p>Bashneft also contributed to the construction of a sports stadium at the Neftekamsk Oil College, where more than 2,500 people study. The stadium is equipped with outdoor multipurpose courts for football, volleyball and basketball.</p> <p>A neurostudio for children was opened in Ufa at the Lyubimy Malysh (Beloved Kid) Habilitation Center, also financed by the company. The renovated medical facility serves more than 50 young patients daily. The Habilitation Centre and Neurostudio, unique medical facilities, play an important role in working with children with special needs.</p> <p>A new 800 m<sup>2</sup> cultural centre has also been built in the village of Karayar, Karaidel district, which is used by more than 1,500 local people. A drama, singing and dance group is based at the cultural centre.</p> <p>Over the past three years, with the support of RN-Uvatneftegaz, three sports facilities have been opened in the Tyumen Region &ndash; a skateboard park, outdoor fitness equipment and jungle gyms, as well as five computer and robotics classes in general education schools. Uvatneftegaz has been cooperating with the Tyumen branch of the Russian Children&rsquo;s Fund for many years. Among the largest is the construction of a new building and extensive renovation of a children&rsquo;s art school in the town of Otradny, which has 150 students. The enterprise provided financial support for the construction of the Petushok kindergarten for 170 children in the village of Surgut. It has become the most modern pre-school in the Sergievsky district. In addition, the Kolos children&rsquo;s sanatorium in the village of Kinel-Cherkassy was refurbished and the Ostrov kindergarten health camp in the town of Otradny was supported. In the children&rsquo;s institution, the buildings and canteen facades were completely renovated, and multimedia equipment was purchased. Employees of the Company and its subsidiaries have planted more than 18 million seedlings of various tree species over the past three years.</p> <p>Forest areas for afforestation are designated by the YNAO&rsquo;s Department of Natural Resources and Environment. Most of the land provided was formerly forest that had died from natural causes unrelated to human industrial activity. The area covered by the seedlings is equivalent to more than two hundred and twenty football fields.</p> <p>According to ecologists, the Yamal forest grows very slowly: due to climatic conditions, the pine grows an average of 15 centimetres per year. Oil products quality is fully compliant with the International Convention for the Prevention of Pollution from Ships (MARPOL).</p> <p>Efforts to replenish aquatic bioresources to conserve biodiversity and increase the fish population in the Volga Basin are ongoing.
